Why is it people expect things to be handed to them? Why are they lacking in humility? Why can they not see they have to make a sacrifice? These questions in particular apply to dog owners. Yup, I'm serious. I was listening to two radio stations' discussion and the talk really was going around and around in circles. "Why should WE have to suffer for other dog owners stupidity and lack of decency?" Yes the government is going to make money out of this but if it means one less person scared shitless or attacked with flesh ripped off their bodies, then it's worth it. So you need to try it out..and it is going to make people be very serious about owning a dog because it affirms the idea that the dog is not just their "posession" but a running, living, breathing flesh and blood with instincts and fear that is part of society and therfore caution and regulation is needed when amongst society, after all they can bite and how are you going to stop them whilst they are attacking a person or fighting with another dog?
Perhaps this will make more people keep their dog on a leash in a public place, whether compulsory or not. I've seen more or less day to day how dogs walk, run and react in parks ..it's no good the owners shouting out during an incident or afterwards..not many owners can run the pace a dog can.
So you are going to have to make sacrifices and pay more for the sake of decency, health and life. And we can go around in circles again..dogs SHOULD have their freedom but letting them run after people and other dogs is not the way. It's unfair and it's sad that dogs do not have the facilities humans have but we need to find another way for that instead of assuming and taking on an air of false pride.
